This motion changes the definition of Provincial, Territorial, and Regional Unit to allow for the possibility of those Units to be a coalition of EDAs or comprise of EDA representatives.

Preamble

WHEREAS a consensus has emerged in the Provincial Organization Committee where EDAs in a region, territory, or province must agree on the formation of, and the continued operation of, any Regional, Territorial or Provincial Association;

WHEREAS the most effective way to do that is to be able to recognize a Regional, Territorial or Provincial Associations that is a coalition of EDAs or comprise of EDA representatives;

WHEREAS the definitions in articles 7.2.2 and 7.2.3, as currently worded, would prevent that type of Regional, Territorial or Provincial Association; and

WHEREAS the solution is to expand the definitions of Regional, Territorial and Provincial Association to allow the possibility of being comprised of EDAs;

Operative

BE IT RESOLVED THAT "or EDAs" be added to articles 7.2.2 and 7.2.3 as follows:

That part (1) of Article 7.2.2. be amended to "An association of the Party in which all Party Members, all EDAs, or Party Members and all EDAs residing within a province or territory of Canada have membership and voting rights,"

That Article 7.2.3 be amended to "Regional Association: An association of the Party in which all Party Members, all EDAs, or Party Members and all EDAs residing within a group of contiguous electoral districts have membership and voting rights."

Background

Note that this changes the definitions only. It is still up to Federal Council or the members in General Meeting to determine what internal structure is required in order for a Regional, Territorial or Provincial Association to be recognized.
