Party Commentary

This policy is consistent with Green Party policy on democracy and government accountability. This motion references a private members bill that was presented in 2013 and has been updated in 2014. As such, the motion may no longer be applicable if the bill is no longer presented by the member of parliament. The intent of the motion as worded is to explicitly support the private members bill while it is active. Once the private members bill is no longer active, the motion will need to be rescinded or rewritten in more general terms.

Preamble

WHEREAS one significant factor contributing to Canada’s democratic deficit is the extreme centralization of power in the hands of party leaders;

WHEREAS this power threatens democratically elected Members of Parliament who would prioritize the interests of their constituents over those of their political party leadership;

WHEREAS Michael Chong’s Private Members’ Bill C559, Reform Act 2013, seeks to begin remedying this deficit by: removing the requirement that the party leaders sign candidate nomination papers, returning this power to the local riding association; handing to the caucus the ability to admit or expel members; and formalizing the process through which party leaders are able to be removed by their caucus;

BE IT RESOLVED that the Green Party of Canada is committed to grassroots democracy and the empowerment of local members and local organizations;

BE IT FURTHER RESOLVED that the Green Party of Canada fully supports the legislative proposals contained in Michael Chong’s Private Members’ Bill C559, Reform Act 2013, and, whether in Bill C559 or in another piece of legislation, is committed to helping these proposals to become enacted into law.

The Green Party has often said that we hope other parties borrow our policies. Here's an example when we can support a good idea that has come from the Conservative backbencher: Michael Chong's Reform Act. The bill shifts power away from the leaders and onto the MPs - which would support interests of the local ridings. Oh and by the way... Elizabeth and Bruce support these reforms.
