Preamble

WHEREAS Canada has four federal tax brackets: In 2014, the lowest was 15% on the first $43, 953 of taxable income while the highest was 29% on the portion of taxable income over $136,270.

WHEREAS Canada’s 86 richest individuals and families have accumulated as much wealth as the 11.4 million poorest Canadians and this ratio has increased since 1999.

WHEREAS 70% of Canadians do not think that the wealthy pay their fair share of taxes and 89% support the creation of a millionaire’s tax.

Operative

THEREFORE BE IT RESOLVED THAT the Green Party of Canada support the creation of additional tax brackets for very high income earners.

BE IT FURTHER RESOLVED THAT the Green Party commit to a broad-based reform of the personal and corporate tax systems aimed at making them simpler, fairer, more efficient and more progressive.

BE IT FURTHER RESOLVED THAT ensuring very high income earners pay their fair share of income taxes should in no way be seen to impact our support for shifting taxes more broadly away from green products and technology, payroll and income and towards things like GHG emissions, toxins and junk food.

Background

This policy is meant to address the growing disparity between rich and poor in Canada. Statistics in the Preamble were taken from Revenue Canada, the Canadian Center for Policy Alternatives and an Ipsos Reid poll.

This motion serves to further the Green Party’s dedication to social justice, one of our core values.

This motion is complementary to other adopted motions that seek to address similar issues and does not require any changes to previously adopted motions.

If adopted, this motion could bring the party significant political benefit. The gap between rich and poor is a growing concern which is getting increased attention from the media and civic groups. However, other parties have already stated that will not be advocating for increased taxes on the super-rich.

This represents a perfect opportunity for the Greens to showcase our longstanding commitment to social justice as demonstrated by our well established policies in this area, such as the guaranteed livable income. The adoption of this motion will help to cement the Green Party’s role as the most socially progressive party in Canada, which could be of great importance in the 2015 election.

This motion could help to bring in funds for the government to help fund some other important initiatives.
