1. Call to order

Motion: To open the 2018 Biennial General Meeting of the Green Party of Canada at 2:00pm.

Outcome: Carried.

1.1 Territorial acknowledgment

Note: Chair notes that the General Meeting is taking place on the traditional territory of the

Musqueam, Squamish, and Tsleil-Waututh peoples.

1.2 Appointment of chair, co-chair, clerk, and recorder

Motion: That Ken Melamed chair the meeting, that Kate Storey co-chair, that Steve Kisby clerk,

and that Stephanie Billingham record.

Outcome: Carried.

1.3 Rules of procedure

Motion: That Green Rules be adopted as the rules of procedure for the 2018 BGM, with Steve

Kisby as arbitrator.

Outcome: Carried.

1.4 Fairness Committee

Motion: That Sarah Colwell, Larry Colero, and Ian Soutar be appointed as the Fairness

Committee for the 2018 BGM.

Outcome: Carried.

1.5 Adoption of agenda

Motion: That the agenda be adopted as presented.

Outcome: Carried, with consensus.

Motion: That proposals be discussed in the order in which they were prioritized by the

membership via online ballot, with policy proposals considered first, then

constitutional, then directives.

Outcome: Carried, with consensus.

2. General business

2.1 Call for Ombuds and Appeals Committee members

Motion: To open the call for Ombuds and Appeals Committee members.

Outcome: Carried.

2.2. Adoption of past meeting minutes

Motion: To adopt the minutes of the 2016 BGM.

Outcome: Carried.

Motion: To adopt the minutes of the 2016 SGM (Special General Meeting).

Outcome: Carried.

Motion: To adopt the minutes of the 2016 OSGM (Online Special General Meeting).

Outcome: Carried.

2.3 2017 Financial Statement

Federal Council Fund Representative Kate Storey presented the 2017 Audited Financial Statement.

2.4 Emergency proposals

Motion: To appoint the Policy Process Committee (PPC) to receive emergency proposals from

the floor by 9:00am on Saturday, September 29, and that the PPC report to the plenary

those proposals that are considered emergency proposals.

Outcome: Carried, with consensus.

3. Break

Motion: To adjourn until Saturday, September 29 at 10:30am.

1. Call to order

Motion: To reconvene at 10:30am and to appoint Patricia Farnese as co-chair.

Outcome: Carried.

2. Introduction to new policy process

The Policy Process Committee gave an introduction to the new policy process.

3. Policy proposals

Motion: To recommend that the membership pass G18-P006 Polluters Accountable for Clean

Up.

Point of order: Question regarding the utility of the previous day’s workshop session on

this proposal prior to its consideration at plenary today. Co-Chair

indicates that any concerns regarding issues raised in workshop not

being communicated in plenary should be brought to the Fairness

Committee.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-P009 Environmental Impacts of

Legislation and Full-Cost Accounting.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-P021 Eliminate the Use of Tax Havens.

Friendly amendment: To change “evasion” to “avoidance”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P021 as amended.

Outcome: Failed to achieve consensus. Debate continues.

Motion: To recommend that the membership pass G18-P021 as amended.

Friendly amendment: To change “use tax evasion or tax avoidance strategies” to “use

tax evasion as tax avoidance strategies”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P021 as amended.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-P024 Data Collection on Agricultural

Chemicals.

Friendly amendment: To change “people” to “people and other animals”.

Outcome: Amendment fails as friendly.

Friendly amendment: To add the phrase “and use these data to eliminate

agrochemicals that cause harm.”

Outcome: Co-Chair recommends that G18-P024 be sent to workshop.

Motion: That G18-P024 be sent to workshop and return as an emergency proposal.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P023 Treat Substance Use As Social

Justice and Public Health Issue.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-P008 Transparency in the Collection

and Use of Personal Data.

Friendly amendment: To add the words “and collected”.

Point of information: French translation of this proposal is inaccurate.

Outcome: Proposal is tabled; will return as an emergency proposal once translation has

been corrected.

Motion: To recommend that the membership pass G18-P014 Penalties for Parliamentary

Conflicts of Interest.

Friendly amendment: To add a period after “conflict of interest infractions” and strike

the remainder of the sentence.

Outcome: Amendment fails as friendly.

Motion: To recommend that the membership pass G18-P014.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P012 Investment in Co-op Housing.

Friendly amendment: To replace “or other cooperative financial institutions” with

“other financial institutions”.

Outcome: Amendment carried, with consensus.

Motion: To recommend that the membership pass G18-P012 as amended.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P004 Ministers Must Answer Questions

in Question Period.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-P002 Constitutional Respect for

Indigenous and Treaty Rights.

Outcome: Carried, with near consensus.

Motion: To recommend that the membership pass G18-P005 Keep Human Control Over

Weapons.

Friendly amendment: To remove the comma after the phrase “(also known as

in-the-loop)”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P005 as amended.

Outcome: Carried, with near consensus.

Motion: To recommend that the membership pass G18-P022 Government Divestment from

Fossil Fuels.

Friendly amendment: To add wording that creates an exception for investment in

refineries in Alberta to provide fuel for domestic use as a bridging toward a fossil fuel free

Canada.

Outcome: Amendment failed. Chair recommends that proposal be moved to the end of

the agenda.

Straw poll: Should G18-P022 be moved to the end of the agenda, or should plenary move

to a vote?

Outcome: Plenary wishes to move to a vote.

Point of clarification: Members are reminded that if G18-P022 fails in plenary, it goes

to the final membership vote as “not recommended”.

Motion: To recommend that the membership pass G18-P022 with no amendments.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P026 Canadian Jurisdiction Over

International Violations.

Friendly amendment: That the phrase “prosecution for their crimes in Canadian

courts” be amended to read “being sued in Canadian courts for violations of international

treaties”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P026 as amended.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P010 Safety for Sex Workers.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P017 Evidence-Based Housing Policy

Via Open Data.

Friendly amendment: To add the phrase “including beneficial foreign ownership” after

“housing markets”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P017 as amended.

Outcome: Carried.

4. Constitutional and directive proposals

Motion: To recommend that the membership pass G18-C002 Bylaw - Global Greens

International Secretariat.

Friendly amendment: To replace “GPC Leader” with “the Party”.

Outcome: Amendment carried. It is noted that there is an error in the French translation.

Motion: To recommend that the membership pass G18-C002 as amended.

Outcome: Carried.

Motion: To recommend that the membership pass G18-C006 Constitution - French as Second

Official Language of GPC.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-D001 Continue Development of GPC

Policy Process.

Outcome: Carried, with consensus.

Motion: To recommend that the membership pass G18-C003 Constitution - Add Indigenous

Representatives to Federal Council

Outcome: Failed. The proposal is rejected in favour of an alternative solution.

Action item: To form an Indigenous caucus.

Motion: To recommend that the membership pass G18-C001 Bylaw - Automatic GPC

Leadership Elections Every Six Years.

Outcome: Failed.

Motion: To recommend that the membership pass G18-C004 Bylaw - Member May Choose to

Make Expulsion Vote Public.

Outcome: Failed.

Motion: To recommend that the membership pass G18-C005 Constitution - Preserve Members'

Motion Rights.

Point of clarification: The development of the new policy process is ongoing, and the

current plan is to review the process based on feedback from this year’s experience and to

then recommend constitutional amendments to formalize the process at the next general

meeting.

Outcome: Failed.

Motion: To recommend that the membership pass G18-P024.

Friendly amendment: To add the phrase “and use these data to eliminate

agrochemicals that cause harm.”

Point of order: A friendly amendment cannot change the original intent of the proposal.

Outcome: Amendment fails as friendly.

Friendly amendment: To add the word “open” before “data” such that the proposal

reads “high quality open data”.

Outcome: Amendment carried.

Motion: To recommend that the membership pass G18-P024 as amended.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P008.

Point of clarification: The English version of the proposal is the correct one. The

French will be translated again and corrected to better reflect the wording before it is sent

to the membership.

Motion: To move G18-P008 to workshop for ten minutes.

Outcome: Carried.

Motion: To recommend that the membership pass G18-E001 Abolish the Indian Act.

Point of order: Before voting to adopt G18-E001, the plenary must vote in favour of

considering the proposal to be an emergency proposal by a two thirds majority.

Motion: To consider G18-E001 as an emergency proposal.

Outcome: Carried.

Motion: To recommend that the membership pass G18-E001.

Friendly amendment: To replace “abolish” in both the title and in the proposal text

with “repeal”.

Outcome: Amendment carried.

Friendly amendment: To add the phrase “subject to consultation”.

Outcome: Failed.

Motion: To call the question on G18-E001.

Outcome: Failed, more discussion needed.

Friendly amendment: To add the phrase ““if and when Indigenous people decided that

is the right thing to do”.

Outcome: Amendment failed as friendly.

Straw poll: Will this proposal pass?

Outcome: Majority in favour.

Motion: To call the question on G18-E001.

Outcome: Carried.

Motion: To recommend that the membership pass G18-E001 as amended.

Outcome: Carried.

Motion: To recommend that the membership pass G18-P008 with the following amended

wording:

“The GPC supports that when data are collected, such collection of data and its use respects the

privacy of Canadians, safeguards their data and the intended use be made clear prior to

collection”

Outcome: Carried.

Point of order: G18-P006 was voted on yesterday, but there was confusion about what could be

amended. There were some dissenting voices on G18-P006 but no one came forward to propose

amendments because of the confusion over whether that was allowed. Plenary could choose to

revisit the proposal, knowing that amendments could be made.

Motion: To revisit G18-P006.

Outcome: Carried.

Friendly amendment: To add the phrase “holding industrial polluters accountable”.

Outcome: Amendment fails as friendly. Proposal will remain unchanged.

Motion: To adjourn until 11:00am on Sunday, September 30, 2018.

Outcome: Carried, with consensus.

Motion: To elect Troy Frost, Katherine DeWitt, Wesley Stevens, Bill Hewitt, and Norbert

D’Costa as the Ombuds and Appeals Committee.
