Bolivia Blocking in the Working Group

Bolivia is blocking in the
Working Group for the Kyoto
Protocol(KP) document.

Bolivia:
We have expressed our concern. We
are concerned about the pledge system.  We have strong reservations about
the continued use of project based mechanism. We do not like those flexibility
mechanisms when we don't know if there will be a second commitment period.
 Unacceptable to my delegation.



Chair Ashe:

Rapporteur has had to leave on an early flight. And now I am chair and
rapporteur. Not an enviable position.

Do you agree to accept the draft report?



Bolivia:

May I repeat, for my delegation that this be reported to the presidency. We
have previously explained that my delegation has reservations, so the document
cannot be adopted.



Chair Ashe:
We will report your reservations.  Closing statements?

Grenada:


Thank you for shepherding this process for a long tiring year. We are still disappointed
by the mitigation commitments. It is one of the weak points. We do look forward
to good anticipation for the next year.



Lesotho,

Switzerland:
We have
prepared a long statement, but we will not make it (applause).



Sudan:


Good morning to you. Language of KP.  It is not clear that a second
commitment period is required.



Chair Ashe:

Our principle objective is to end our work. Amend art 3.9.

Algeria:

On behalf of African countries does not have a statement to make.



Venezuela:


You said in the report the concerns of one party would be reflected. How can
that be done to really reflect the concerns.



Secretary:

A statement of a party can be taken as a whole in the misc doc or included in
the report.



Bolivia:  

I would like to clarify that the state of Bolivia does not support and
therefore no consensus does not exist. This is not a reservation. This is an
objection.  We do not know where this document is.  Before this is
adopted it must be circulated. (This is all odd to readers I am sure. Since
obviously, the draft text is out and has been circulated, but it does not come
out of the working groups or the plenary. It comes from round robin
consultation. On that basis, Bolivia
is objecting).
