Party Commentary

This motion directs the enhancement of Federal Council's Code of Conduct and implements an Oath of Office. Current rules require that Federal Councillors, EDA officials, and other Party fuctionaries sign a Functionary Position Application Form (PDF download) before becoming eligible for election or appointment to positions.

Preamble

WHEREAS the Federal Council's Code of Conduct is less thorough than the GPC Member's Code of Conduct and has no Oath of Office, and;

WHEREAS there is no specific Code of Conduct nor an Oath of Office for EDA Executive members;

Operative

THEREFORE BE IT RESOLVED that within six months of the 2010 BGM the Federal Council develop, adopt and implement a new Code of Conduct for Federal Council members that is at least as thorough as the GPC Member's Code of Conduct and that includes an Oath of Office that council members must sign in order to hold office similar to the example below, and

THEREFORE BE IT FURTHER RESOLVED that Federal Council consider requiring that a similar Code of Conduct and Oath of Office be required for holding office as an EDA Executive member.

GREEN PARTY of CANADA OATH OF OFFICE

I, _____________________________,  declare that I have read, understood and agree to abide by the six Key Values of the Green Party of Canada found in Article 5 of the Constitution; and

I will:

1. Conduct myself in a manner which will maintain and strengthen the trust and confidence of the public in the integrity of the Green Party of Canada and never act in a way which would bring the Green Party of Canada, or its members, in disrepute;

2. Exercise the powers of my office and fulfill my responsibilities honestly, in good faith and in the best interests of the Party;

3. Exercise these responsibilities, at all times, with due diligence, care and skill in a reasonable and prudent manner;

4. Act with integrity and professionalism and submit myself to the higher level of scrutiny appropriate to my position as a executive member of the GPC;

5. Not commit acts such as slander or mischief that could result in civil or criminal action against myself or the GPC;

6. Not make false, frivolous or vexatious complaints regarding fellow members of the GPC;

7. Conduct myself in a professional manner during political debate, respect legitimate democratic interests of all, and focus upon criticizing policies rather than persons;

8. Not intentionally cause harm to any person by engaging in physical, mental, or social abuse, not use insulting, harassing, or otherwise offensive language or behaviour;

9. Not intentionally misrepresent the stated purposes, values, or policies of the GPC;

10. Respect and support the Party’s by-laws, policies, Code of Conduct, Policy on Conflicts of Interest and decisions of the Federal Council;

11. Cooperate with the authorized structures and procedures of the Party and respond in a timely manner when contacted by other officers of the Party, Party staff and officials of Elections Canada;

12. Keep confidential all information unless the Federal Council determines that such information is public. This shall include, but not be limited to, information about personnel, campaign plans, membership and donor lists, and matters dealt with during in-camera meetings of the Federal Council;

13. Conduct myself in a spirit of collegiality and respect for the collective decisions of the Federal Council and subordinate my personal interests to the best interests of the Party;

14. Maintain solidarity with fellow Councillors in support of decisions that have been made in good faith in a legally constituted meeting;

15. Immediately declare any personal conflict of interest that may come to my attention.
