Summary: 

This motion, in calling for a national feed in tariff, would add to the current policy of supporting enhanced incentive for projects in provinces with approved Advanced Renewable Tariffs and would involve the federal government becoming involved in an area that has traditionally been provincial jurisdiction.

Motion Preamble: 

WHEREAS Feed in Tariff rates have been shown to be the most effective policy tool to develop utility scale renewable power and much more effective then government grants and subsidies;

WHEREAS Canada needs a national renewable energy policy;

WHEREAS Canada has traditionally lagged in commercialization of innovative technologies;

WHEREAS Canada’s future economic competitiveness would be strengthened by policies which encourage innovation and reward commercialization of innovative renewable energy technologies;

WHEREAS current feed in tariffs have excluded some viable technologies and do not have a mechanism for emerging innovative technologies;

WHEREAS there is no fast track procedures to add new technologies;

WHEREAS the market place and not just the government should pick winners and losers in green energy;

WHEREAS a feed in tariff for these emerging technologies would help foster innovation in Canada and attract innovative technologies and entrepreneurs from around the world;

Motion Operative: 

Be it resolved that the Green Party of Canada seeks to introduce legislation that will allow for a Feed-in Tariff rate with long term fixed length contracts with Canadian based companies for innovative, carbon free fuel, non-nuclear, electricity generating technologies.

Be it further resolved that this policy will include coordination and encouragement of similar policies at the provincial level.
