Preamble

WHEREAS the “first-past-the post” electoral system (our single-member plurality system) results in vote distortion, at times extreme;

WHEREAS the Conservative Party is in the position to form another majority government in 2015 while gaining, once again, less than 40% of votes;

WHEREAS the Green Party of Canada is committed to open and cooperative politics for the good of all Canadians;

WHEREAS in the last NDP leadership race, Nathan Cullen won 25% of the votes in the third round, by proposing cooperation, supposedly a controversial option, and that most of the candidates supported the idea of electoral reform, including the elected leader, Tom Mulcair.

WHEREAS in January 2012, Liberal delegates agreed to amend the single-member plurality voting system mode by adding preferential voting (also known as the alternative vote).

WHEREAS on April 25, 2012, Stéphane Dion published a proposal for electoral reform, the proportional-preferential-personalized vote (P3).

Operative

BE IT RESOLVED that the Federal Council be mandated to negotiate strategic co-operation with the NDP and Liberal parties, on the condition that they embrace, and give the highest priority to, electoral reform, including proportional representation.

BE IT FURTHER RESOLVED to ask the Federal Council to undertake such negotiations with the objective of advancing the values of the Green Party and increasing the influence of the GPC on Federal Government policies.
