Last Session -- Holding our Breath

After a further delay to allow another several hundred people to file into a room that was already full, the session is now called to order.

President Espinosa thanks everyone for tireless work.

My rough transcription of her words:

Some delegations have found some minor errors.  Some others, not many, have approached us to raise substantive concerns. But this is a truly collective effort in drafting. We have been disposed all the necessary efforts to strengthen the outcome of our conference.

The objective of this evening session is to hear responses of the parties to this draft work.

I welcome that we are beginning it with these enormous demonstrations of support and enthusiasm.

She gives Boliva the floor.

Boliva: Complains that he asked for the floor before and was not recognized. Complaints of ill-treatment. People at the door did not recognize credentials. Asks for clarification of the legal status of this document.

We do not accept the approach for the preparation of this document.  We must clearly express that this document does not reflect the positions of Bolivia. With regard to the Kyoto Protocol document, we can clearly conclude that the second period of commitments for Kyoto Protocol is not guaranteed. But a list will be drawn up and what is not clear what the added commitment will be. And if they are the same commitments as in the Copenhagen Accord, it can lead to an increase of 4 degrees C. We cannot go along with this.
