This policy should be titled "Reaffirm Green Principles and Rescind Seal Hunt Policies". The Motions Receiving Committee retitled the resolution with the intention of providing clarity, but did so without the approval of the members who submitted the resolution.

If adopted, this motion will rescind all of the party’s seal hunt policies.

Preamble

WHEREAS the basis of unity relies on valuing people and cultures that sustain just, democratic, peaceful and diverse communities;

WHEREAS the policies of the Party--in agreement with the Charter of the Global Greens--are founded upon the Principals which include ecological wisdom, social justice, participatory democracy, sustainability and respect for diversity;

WHEREAS we acknowledge that human beings are part of the natural world;

WHEREAS we acknowledge that human society depends on the ecological resources of the planet;

WHEREAS we assert the key to social justice is the equitable distribution of natural resources;

WHEREAS we aspire to create citizenship built on equal rights for all individuals regardless of ethnic or national origin;

WHEREAS we strive for a democracy in which all citizens are able to directly participate in the environmental, economic, social and political decisions which affect their lives;

WHEREAS we recognize the limited scope for material expansion of human society;

WHEREAS we recognize the need for sustainable use of renewable resources;

WHEREAS we promote the building of respectful, positive and responsible relationships across lines of division in the spirit of multicultural societies;

WHEREAS current policy alienates societies engaged in a sustainable hunt providing food and clothing free from the use of pesticides, herbicides, fungicides, growth hormones, non-therapeutic antibiotics and insecticides, in a manor allowing animals to live without undue stress and in conditions where they are able to exercise normal behaviours; and

WHEREAS current policy limits aboriginal rights to subsistence only hunting and relegates Inuit to poverty.

BE IT RESOLVED that the following policies be rescinded: G08-p109, 2004 – Commercial Seal Hunt, 2004 – Seal Hunt, G02-p4; and

BE IT FURTHER RESOLVED that “remove federal subsidies from the fur and sealing industries” be removed from G08-p105.

Background

Current policies are not in accordance with the Charter of the Global Greens. Specifically, the decision to oppose the seal hunt is not based upon ecological wisdom, social justice, participatory democracy, sustainability and respect for diversity. Since we acknowledge that human beings are part of the natural world and that society depends on the ecological resources of the planet, we cannot oppose the practice of hunting, nor that of the Canadian seal hunts.

Respondents in Newfoundland and Labrador to an informal survey of members both current and expired as well as volunteers was unanimous that current polices are unfair, biased, and have contributed to social and economic losses for Canadians.

The Bloc Québécois, Conservative Party of Canada, Liberal Party of Canada, and New Democratic Party of Canada officially support the Canadian seal hunts. Supporters of the Green Party of Canada would not be likely to support other parties in objection to this policy. Since support for the Party in Atlantic and Northern regions is very low and many former members have cited existing policy, it is likely that a rational approach to the seal hunt will both attract new members as well as demonstrate our capacity to serve in fairness as the official Government of Canada.

There are no significant cost/revenue implications anticipated.
