Why are beef farmers in trouble?

Diane Findley said, "Finley went on to say borders have been opened to places such as Columbia, Jordan and Russia, and the government has allocated $1.5 billion for a business risk-management program."
Canada has had some trouble with selling to EU and Japan because the cattle here eat GM corn. Anyone know anything more that would help the farmers sell their beef?
